Project Background

In late 2014, Franklin County purchased the former Bull Creek Golf and Country Club property, a 167 acre site located just east of the Town of Louisburg.  The site was purchased by Franklin County with funds bequeathed to the county by the late Mr. Edgar H. Owens.  Mr. Owens had hopes of creating a park and fishing pond for all County residents to enjoy.  The former 18-hole golf course property consists of a 3,200 square-foot club house, four ponds, 4,500 linear feet of streams, and partially paved cart paths.

The County’s commitment to seeing Mr. Owens’ vision come to fruition has begun with the commissioning of a local consulting firm to assist with the master planning process.  The master planning process will be driven by a robust public input process and solutions that are environmentally and economically sustainable.  Park program elements will be determined throughout the planning process and will consider input from Mr. Owens’ vision, the public input process, a steering committee representing a variety of local interest groups, an environmental evaluation, and a pro-forma representing financial feasibility.
